    The Emergency Response Team (ERT) is a special weapons and tactics team that consists of approximately forty St.Louis County Sheriffs and ten members from the Virginia Fire Department. Virginia Fire & Ambulance Emergency Response Team The Emergency Response Team (ERT) is a special weapons and tactics team that consists of approximately forty St.Louis County Sheriffs and ten members from the Virginia Fire Department. The County approached the fire department back in 1989 and asked for our medical assistance. The team and the medic component has flourished ever since. Not many fire departments offer participation with a SWAT team. It is a very unique opportunity that has served as a great recruitment and retention tool for several decades now. The medic component of this team consists of ten total members. Our department Medical Director and nine firefighter/paramedics. Each medic completes a week-long tactical emergency medical services (TEMS) training course prior to officially joining this team. The team meets once a month for an eight-hour training. All members must be able to attend seven of these trainings and successfully complete an annual physical fitness test to remain eligible on the team. In 2020, the team had a new record of twelve team activations. We also respond via mutual aid to the majority of our surrounding county teams. The training for ERT medics is vast. Not only do you have to maintain normal paramedic proficiencies, but also, you have to incorporate them into the tactic law enforcement environments. We focus on life-like scenarios, gunshot wound care, bleeding control and tourniquet use, self-care in a violent setting, team movements pertaining to an “officer-down” scenario, transport considerations, emergent airway maneuvers, casualty collection points and START triage (simple triage and rapid transport), to name a few. We also do an annual K9 medical care course to assist our K9 partners when in need. We would like to thank all the past and present City of Virginia Officials and St. Louis County Sheriff Department members that have allowed us to partake with this team, and have paved the way for our continued success. It is truly an honor to be a part of.

We hope this website will help you get a better acquainted with your Fire & Ambulance Department, and allow you to do business with us in a more efficient and convenient manner. The Virginia Fire Department currently has three crews with a total of twenty seven (27) firefighter/paramedics in addition to twelve (12) single role EMTs/Paramedics, a Administrative Assistant/IT Specialist, a Division Chief of Training, a Fire Marshal, a Deputy Fire Chief, and a Fire Chief. There are currently twelve fire and EMS related apparatus ready to respond anywhere in our service area. Mutual aid agreements are in place so that we are able to help our neighboring communities in their time of need. Our fire service area and locations include residential, commercial, light and heavy industrial, county, mining properties, city and state road ways. We also provide contracted fire service to two local mining operations. Department personnel participate in the Urban Search and Rescue Team (USAR) and St. Louis County Sheriff's Emergency Response Team and are trained in rope rescue, confined space, hazardous materials management, water and ice rescue. The Virginia Fire Department has six state licensed Advanced Life Support ambulances equipped with state of the art medical equipment which provides our community the care it deserves. Under the guidance of our medical director we participate in cutting edge medical research studies and are licensed with the Minnesota Health Emergency Medical Services Regulatory Board (EMSRB) to provide Advanced Life Support to over 650 square miles in northern Minnesota. Our ambulances not only respond to 911 emergency calls in our licensed area, we also provide emergent and scheduled inter facility transfers at the Basic Life Support, Advanced Life Support, and critical care levels. in 2020, our staff responded to a total of 4,476 calls for service. Mission The mission of the Virginia Fire Department is to provide fire protection, suppression and rescue services to the citizens of Virginia and to communities and organizations that have mutual aid agreements with the City of Virginia and its Fire Department. In addition, the Virginia Fire Department shall provide advanced life support ambulance service to the area specified in the license and to areas where the City of Virginia has mutual aid agreements.     Minnesota Task Force Two | Virginia Fire Department | Virginia, Minnesota Virginia Fire & Ambulance Minnesota Task Force Two Minnesota Task Force Two (MN-TF2) is one of two state Urban Search & Rescue (USAR) teams. Its original inception was in 2017, thanks in part to an AFG grant awarded to the City of Virginia Fire Department. The initial 14-member team was comprised of personnel from Virginia and Duluth Fire Departments. With help from the REACT Center, the Arrowhead Regional USAR members received their initial training in; Structural Collapse Rescue, Rope Rescue 1 & 2, and Trench Rescue. After our team was up and running we began talking with members of the State Fire Marshal’s Office to start addressing our needs of long-range funding. Working collaboratively with the State Teams Coordinators, the Fire Marshal, and the FSAC board, we secured a one-time funding award that allowed for the expansion of our team. This funding, allowed us to bring the team up to 40 members. After creating an MOU between the Virginia, Duluth, and MN Air National Guard 148th Fire Departments, and continued efforts between us and the State Fire Marshals office we reached our goal of becoming a state USAR team. Current Operations MN-TF2 is a 40-member strong type IV USAR Team. We specialize in structural collapse rescue, Rope Rescue, Trench Rescue, and Confined Space Rescue. Our mission is to provide an initial response to USAR-type events in northern Minnesota and across the state. We are self-sufficient for up to 12 hours and work collaboratively with MN-TF1 and other state and Federal USAR teams. Our deployment model is based on current Emergency Management Accreditation Program (EMAP) standards with a minimum 22-person response when activated through the State Duty Officer. Our goal is to have command staff respond within 15 minutes of the initial call-out, and the bulk of the equipment and team moving within 1 hour of notification. Since our inception, we have had four activations, through the State Duty Officer. We responded to two trench events, along the Line 3 pipeline, in 2021. We responded to a house explosion in Grand Rapids, in order to provide guidance on safely obtaining evidence from the remnants of the damaged structure. In the spring of 2023, the team was activated for a roof collapse at the Miller Hill Mall in Duluth. As we look to the future, we will continue to improve our response capabilities and adapt to the ever-changing environment that we respond in. We look forward to training with our regional and state partners, and working with departments in order to help prepare for and respond to USAR-type events.

One means of accomplishing this is through the Fire Certificate of Occupancy Inspection Program. This Program aims to prevent fire or other emergencies from occurring by educating tenants and building owners in ways to control hazards and practice fire safety. Virginia Fire & Ambulance Fire Occupancy Inspection Program The Virginia Fire Department is committed to minimizing the risk of life and property loss from fire by taking a proactive steps to eliminating hazardous conditions. One means of accomplishing this is through the Fire Certificate of Occupancy Inspection Program. This Program aims to prevent fire or other emergencies from occurring by educating tenants and building owners in ways to control hazards and practice fire safety. WHAT CAN BUSINESS AND PROPERTY OWNERS EXPECT FROM THE FIRE CERTIFICATE OF OCCUPANCY INSPECTION PROGRAM? Each business will be sent a Business Fire Certificate of Occupancy Application annually. This information is crucial to the Fire Department. If called to your place of business when it is not in operation, it allows them to contact the representative(s) listed as emergency contacts and update them as conditions warrant. A copy of our inspection sheet is attached . Ordinance requires that every business be inspected under this program. A copy of the City Ordinance can be found HERE . We anticipate that the most common violations we will identify through this program to be: Egress Issues Knox Box Maintenance Exit Signs/Emergency Lighting Electrical Hazards Extension Cords and Multi-Plug Adapters Fire Alarm and Sprinkler Maintenance Fire Extinguisher Maintenance. Starting on January 1, 2020, inspections will be conducted Monday through Friday from 8:00 am - 4:30 pm using the schedule on the attached map. Those who wish to schedule their inspection rather than having the Fire Marshall’s Office & Inspectors stopping by can call 218-748-7520 to set up a time. Fire Certificate of Occupancy Inspection fees are based on square footage and are set by City Council resolution. In 2020, the fees are as follows: Annual Fee for Inspection = Square Footage of the Building x 0.005 Re-Inspection Fee = No Charge 2nd Re-Inspection Fee = $200.00 If any code violations are found, a letter will be sent to the business and property owner. Violations need to be corrected and re-inspected within 30 days of the initial inspection. It is the owner’s responsibility to schedule the re-inspection. There is no charge for the first re-inspection. A $200.00 fee will be charged for the second re-inspection and for each subsequent re-inspection thereafter. Following completion of all inspections, an invoice will be sent to the business and property owner. The City is unaware of contractual or lease arrangements between the property owner and tenant. It is imperative the property owner and tenant coordinate payment of the invoice to avoid double payment. Unpaid invoices will be certified to the property taxes. Once payment is received, the Fire Certificate of Occupancy will be mailed to the business. Please post/display the certificate in your place of business, as required by ordinance. Together we can eliminate code violations and be “partners in safety”. We can do this through education and making responsible choices regarding safety.
